Country's stock of infrastructure is a critical factor of economic growth and offers opportunities for  enterprise development and job creation. It also fosters social cohesion and environmental sustainability. In developing economies, improvement of infrastructural stock pre-occupies successive governments but without attention to environmental management infrastructure. often times, this aggressive pursuit is not carried out in a strategic, continuous or complimentary order rather, it is pursued to measure up with the developed economies or for scoring political points.

This concept of infrastructural development, has resulted in non-continuity and abandonment of infrastructural projects. It is indeed uncoordinated, non sustainable and wasteful. The consequences of this approach include colosal budget deficit and infrastructural stock imbalance or disorder.

Examples of these abound and include: expansion of primary school stock without a corresponding increase in Secondary school stock; development of housing estates without increasing the sewage management capacity; development of Nuclear power plants without radioactive waste capacity and so on.
